Brooking Park Village was started in January 1976 as an independent living segment of Brooking Park Geriatrics, locally owned and operated. In September of 1992, Brooking Park Village became its own homeowner's association when the skilled care center and apartments were purchased by Reliant Care of St. Louis. The Village is governed by a board of five directors, all of whom live and own homes within Brooking Park. An Administrator manages the office and day-to-day operations. The Village also employs a Building and Grounds Supervisor, as well as housekeeping and maintenance staff.

Persons living in the Village must be 55 years or older. Residents owning property in Brooking Park Village are members of the Association, and are required to pay a monthly Care & Service fee. The fee provides for exterior maintenance of the home (roofing, siding, sidewalks, and driveways), grass mowing and snow removal, weekly trash service, housekeeping service, transportation (shopping or errands in town twice weekly plus planned day trips) and planned social activities. The homeowner also maintains the building insurance, as well as the property taxes and all utilities. Homes are bought and sold independently; they do not revert to the Association. Renting is also permitted, as long as occupants meet the age requirements.

Village residents also have access to the Windsor Dining Room for meals. They are open for lunch and dinner Monday through Friday, Saturday lunch only, and Sunday dinner at noon. Occasionally special meals and holiday dinners are planned. A menu is published monthly and included in the Village newsletter.
